Lost in translation is costing big bucks for the UAE

Language is the essence of communication but as the CEO of Dakwak points out ? businesses don?t pay enough attention to that.

It is no doubt that the Internet has broken down global barriers in business and trade but why is it that many companies still find it almost impossible to cash in on the trillions of dollars worth of online wallets around the world? There is more than one theory ? and speaking to Waheed Barghouthi, CEO of?Dakwak ? adds another to the list. He says that marketers in the United Arab Emirates are lost in translation, literally. And that there is an enormous black hole they are wandering around in.

The chief of the online translation company says that research proves that ?85 per cent of consumers are more inclined to buy a product when confronted with information in their own language, and 54 per cent say this is more important than the actual price?.

Now Kipp is no professional marketer but it does make sense that an online customer would be ? if anything ? at more ease surfing through a website in his or her own language. The question is, if the potential is so enormous why are so many ignoring it then?

Firstly, why do you think that businesses don?t invest enough into languages?

Businesses have?the perception that website translation and localisation requires a lot of resources and high budgets, they are afraid to dig into that field as they believe it?s an endless process and?that it?requires a lot of technical and operational involvement especially when it comes to ongoing website translation. Dakwak helps companies of varying sizes and budgets to expand their business into international markets; it?s the only software which gives marketers complete control over their translated websites.

Considering the diversity of the Middle East, isn?t having English enough to survive?

Businesses these days are not seeking survival, they want to expand and grow. There is enormous potential for businesses to maximise sales by creating localised content, the internet has removed boundaries and made it easier for companies to embark on global trading. ?Using online translation software to remove language barriers can help change a business?s reach, fortune and exposure to a wider market.

How does offering other languages increase sales?

According to recent surveys done by Common Sense Advisory, 85% of internet consumers require to see information about the product in their native language before making a purchase order.?Another survey that solidifies this case highlights that?only?18% of European internet users buy from websites in foreign languages. That said, we believe translating and localising websites into different languages is definitely very important to increase revenues even if the percentage of increase is relatively small.

How would you advise companies to go about adopting new languages ? in terms of investment and phases of implementation?

It?s a pretty straight forward process; it starts with researching which languages are the most relevant for their product/website in terms of traffic sources. They can then translate their website to those languages using machine translation and track the traffic coming on those selected languages for a short period of time, for three months for example, and decide accordingly which of these languages should be professionally translated to enhance the user experience and increase conversions, and which aren?t attracting traffic and should be replaced with other languages.

Specifically for the GCC, many major websites have both English and Arabic, is that enough in your view?

It is greatly dependent on the nature of the product or service; in the case where it is a regional or international product, expanding into more languages should be a priority. For example, French would be important for any business targeting the MENA region. The other case would be businesses in the GCC with a local product or service; adding more languages would be more of an added value and would enhance users? trust in the website more than making a direct impact on the conversion rate.

Do you think if more businesses adopt international languages in the UAE, it would have a strong and immediate effect on investment?

Yes indeed, businesses investing in more languages especially in a country of diverse cultures and nationalities like the UAE, will directly impact their revenues and sales as it will ensure reaching and communicating with all potential customers in their native language.

According to his statistics, a?$30 trillion internet sales black hole is being lost in translation because marketers in the United Arab Emirates are not?localising?their websites for different countries. He adds that?adopting eleven languages could theoretically reach 85 percent of the world?s population. Now, eleven languages seems a bit excessive for Kipp but perhaps that?s where the future is headed.

Critics pan "charmless" Spice Girls musical

LONDON (Reuters) - They came, they saw, but sadly Britain's music critics largely failed to enjoy Tuesday night's revival of girl power at the world premiere of the Spice Girls' musical "Viva Forever!"

Reviewers panned a production loosely based on the band's meteoric rise to fame in the 1990s, complaining that its "charmless" script failed even as a basic invention for folding nostalgic pop hits into a West End stage show.

Independent newspaper critic Paul Taylor said the show "only achieves the kind of deliriously silly and joyous lift-off" at its encore and blamed scriptwriter Jennifer Saunders.

"Not only does her script rarely give you that necessary gleeful sense of expectancy about where the songs are going to be shoe-horned in, but it's embarrassingly derivative of 'Mamma Mia!' and looks way past its sell-by date in its utterly surprise-free satiric swipe at X Factor."

"Viva Forever!" was the brainchild of producer Judy Craymer, whose Mamma Mia! musical based on the hits of ABBA has earned nearly $2 billion worldwide and spawned a hit movie starring Meryl Streep.

She teamed up with British comedian Saunders of "Absolutely Fabulous" fame to create a story about the central character, Viva, a sprightly teenager who, along with her friends, gets into the final stages of a TV singing contest closely resembling Britain's "The X Factor".

To boost flagging audience figures - a nod to "The X Factor"s real-life ratings woes in Britain this season - their mentor springs a surprise and throws out three members of the band to leave Viva on her own.

What follows is part morality tale examining what is more important - friends, family or fame - and part satire on reality television, including a callous producer bearing an uncanny resemblance to X-Factor's Simon Cowell.

EMPOWERMENT

Both the Mirror and the Daily Mail delivered damning criticism of a production, which the Mirror's Alun Palmer said particularly failed to deliver on the grand message that formed a key part of every Spice Girl's identity: "girl power".

"There is more female empowerment at a Taliban finishing school than in this show," Palmer wrote.

The Spice Girls, Geri Halliwell, Victoria Beckham, Melanie Brown, Emma Bunton and Melanie Chisholm, who together stormed the charts in the 1990s and put girl power on the map were all on hand at the Piccadilly Theatre for the London premiere.

British tabloids made a good deal of noise out of the fact that Beckham arrived after her ex-bandmates and sat with her soccer star husband David and three sons, who clapped along to the music during the final medley.

Now all young mothers in their late 30s and early 40s, The Spice Girls are still affectionately known by their nicknames they adopted in the band - Posh (Beckham), Scary (Brown), Baby (Bunton), Sporty (Chisholm) and Ginger (Halliwell).

They were hailed as modern-day feminists by some and dismissed as vacuous pop princesses by others, but their success is beyond doubt. They sold 55 million records, had nine British No. 1 singles and three back-to-back Christmas No. 1s.

Unabashed fan Poppy Cosyns, was one of the few critics to gush enthusiastically about the show in her review for the Sun.

"As a true fan, I was worried that the jukebox musical formula might not work with their songs but Jennifer Saunders has done a great job with the script and the show flows really well," she wrote.

The band broke up around 12 years ago, their bickering eagerly chronicled by Britain's celebrity-obsessed tabloids.

Perhaps surprisingly, given the bust-ups and hissy fits, the group has been united in its backing of the new musical, and underlining the Spice Girls' lasting popularity, they played a major part in the closing ceremony at the London Olympics.

The Guardian's Alexis Petridis compared it favourably only to the "baleful shadow" of Ben Elton's Queen-themed "We Will Rock You" musical.

"It would be nice if, metaphorically speaking, it pinched Prince Charles's bum a few more times," he wrote. "Still, it zips along cheerily enough, and compared with We Will Rock You, it's a work of untrammelled genius."

Despite its flaws, Petridis said the show's success will lie in the hands of the legions of fans who propelled the Spice Girls to the top of the charts in the first place.

"Faint praise perhaps, but never mind: judging by the crowds of thirty-something ladies leaving the theatre singing 'Stop and Say You'll Be There', Viva Forever! is critic-proof."

U.S. should automatically register voters: Attorney General

BOSTON/WASHINGTON (Reuters) - Attorney General Eric Holder said on Tuesday that U.S. election officials should register eligible voters automatically and take steps to reduce the long lines Americans encountered in national elections on November 6.

In a speech in Boston, Holder became the highest-ranking official to call for voting changes since President Barack Obama expressed exasperation with the hours-long lines during his re-election victory speech last night.

"Modern technology provides ways to address many of the problems that impede the efficient administration of elections," Holder said.

The United States has a patchwork election system, relying on local officials in 50 states and the District of Columbia to process the paperwork needed to register - without the use of a national ID card that some other democracies use.

Registering to vote is a necessary step to be eligible to cast a ballot in almost every U.S. state, and some jurisdictions require the paperwork weeks before Election Day.

All the paperwork is handled at the local or state level, and new paperwork is needed when someone moves.

The safeguards are in place to prevent a problem that rarely, if ever occurs, largely because few people are willing to risk felony charges to influence an election, Holder said.

"You can't get groups of sufficient numbers of people that are willing to face that possibility and try to influence an election, which is why in-person voter fraud simply doesn't exist to the extent that some on the right have said that it does," Holder told a crowd of several hundred at the John F. Kennedy Presidential Library in Boston.

REACHING 'EVERY ELIGIBLE VOTER'

Holder said the current system was needlessly complex and riddled with mistakes, resulting in 60 million adult U.S. citizens not being eligible to cast a ballot in the 2008 presidential election because they had not filed the right paperwork.

By coordinating existing databases, the government could register "every eligible voter in America" and ensure that registration did not lapse during a move, Holder said.

An overhaul would likely require approval from Congress, a significant obstacle because of the view by many Republicans that easing registration requirements could increase voter fraud.

Obama spotlighted the subject hours after winning a second four-year term. In his victory speech, he told those who waited in long lines to vote, "By the way, we have to fix that."

The U.S. Senate Judiciary Committee is scheduled to hold a hearing on "the state of the right to vote" on December 19.

Holder, as the chief U.S. law enforcement official, has limited powers to enforce voting protections.

The first black attorney general, he has called improving the system a natural extension of the civil rights movement that in the 1960s eliminated many barricades for black voters.

"The arc of American history has bent towards expanding the franchise," he said. "This generation must be true to that more inclusive history. ... it is not a time to restrict the franchise."

Holder, also recommended that polling places should have an adequate number of voting machines and be open for additional days - a challenge because thousands of local officials make those decisions independently.

"We should rethink this whole notion that voting only occurs on Tuesday, which is an agricultural notion from way back," Holder said. "Why not have voting on weekends?"

Holder declined to say how much longer he would remain in the role that he has held since 2009, though he ruled out staying for the whole of Obama's second term.

"I am not going to be the Lou Gehrig, the Cal Ripken of the Justice Department, the Janet Reno of the Justice Department, who served two full four-year terms," Holder said.

Ancient Baths Of Caracalla Roman Tunnels To Reopen For Public

After extensive renovation, some of Rome's ancient underground tunnels will be open to the public in December according to the Bible History Daily. Located under the famous Baths of Caracalla, these third century AD tunnels were how slaves carried firewood underground to keep the baths above warm for visitors.

"This is our glimpse at maniacal Roman perfection, at incredible hydraulic technology," archaeologist Marina Piranomonte told The Guardian. "Because it was on the outskirts of Rome, no one built on top of it and the tunnels were simply forgotten, probably sealed by undergrowth."

Tourists will soon be able to enter into a 2-mile stretch of tunnels that wind every which way beneath the bath house.

"It's the dimension and the organization that amazes ?- there is no spa as big as this anywhere in the world today," Piranomonte told The Guardian.

Visitors can also walk through the tunnels to reach the site of an ancient Mithraeum, a temple in honor of the Persian god Mithra, which was also recently renovated.

To commemorate the opening, artist Michelangelo Pistoletto has placed his 2005 work Il Terzo Paradiso (the third heaven) in the gardens outside the bathhouse. According to the Art Newspaper, this will be on display until January 6th, 2013.

EU to accuse several banks over Euribor manipulation - WSJ

(Reuters) - The European Union is expected soon to accuse several banks of attempted collusion in the setting of lending rate benchmark Euribor, the Wall Street Journal reported, citing people briefed on the probe.

Barclays has already acknowledged trying to rig the Euribor rate, and other banks are likely to be pressed by regulators in the United States, Britain and elsewhere into similar admissions, the Journal said.

At least a dozen banks are under investigation, at least four of them for allegedly working with Barclays, the newspaper said, citing disclosures by banks and regulators.

France's Credit Agricole SA and Societe Generale SA , Britain's HSBC Holdings and Germany's Deutsche Bank are among other banks being investigated for possibly working with Barclays to manipulate Euribor, the Journal said.

All four banks declined to comment to the Journal. None of the banks could immediately be reached for comment by Reuters outside of regular European business hours.

Euribor, the euro interbank offered rate, and Libor, the London interbank offered rate, are the key gauges of how much banks pay to borrow from peers, and underpin swathes of financial products from Spanish mortgages to derivatives contracts sealed in London.

Both are set using interbank borrowing rates submitted by banks.

Euribor-EBF, an arm of the European Banking Federation that runs Euribor, has warned that nervous banks could quit the panels that contribute to setting such rates due to ongoing investigations, undermining the systems used to fix the price of lending.

Reuters parent company Thomson Reuters Corp collects information from banks and uses it to calculate Libor rates on behalf of the British Bankers Association (BBA). It also computes Euribor.

Obtaining quality data. Customer information is often created and stored in legacy and siloed front and back office applications, systems and workflows. Gathering and consolidating useful data about customers can be a challenge. Be sure your communications solution can tap into and merge data from these various sources without the need to reconfigure your internal archives and data warehouses.
Integrating all delivery channels. Once you've identified and collected the data required for your program, next is to ensure the ability to coordinate and integrate it across a range of media output channels. For instance, will the next statement for each customer be personalized based on their interests and their preferences? Will it be delivered in their preferred channel? Does it take advantage of feedback obtained through a channel like e-mail? This is a critical aspect of a successful multichannel framework.
Efficiently managing multiple channels. Managing the process, users and roles, interfaces and update methods of a variety of communications channels can be overwhelming. User roles and permissions should be honored anywhere in the framework. Additionally, the ability to manage content-independent of the documents and channels that receive them-is crucial. Be sure your solution has these management capabilities or your organization may find the process and content complexities unmanageable.
Designing for multiple channels. A critical factor for successful multichannel communications is creating flexible content that automatically changes to match the requirements of the delivery channel. Without this kind of flexibility, designing for multiple channels can become a painful and complex process.

Strengthening customer relationships

Particularly in periods of change and uncertainty, meaningful communications can serve as links to strengthen the bonds between a financial institution and its customers. Personalized communications help to build trust and customer loyalty. It's important to recognize this and to consider effective customer communications as a crucial part of your business. With the increasing use of internet-based communications and the proliferation of smartphones and tablet devices, customers now expect financial institutions to reach them via the channels they prefer. Implementing a well-considered customer communications strategy can help you forge stronger relationships with customers by delivering important information to them accurately and more quickly.

By deploying your internal resources and taking a collaborative approach to outsourcing customer communications, your organization can ensure that it maintains control of the responsiveness and relevance of its documents and customer messages while getting them to each customer in the most effective way. No sign of imminent rocket launch in North Korea

SEOUL, South Korea (AP) ? North Korea held off launching a long-range rocket Monday, the first day of a 13-day window during a frigid, snowy stretch of winter weather, a day after announcing it may delay the controversial liftoff.

Pyongyang had made a surprise announcement earlier this month that it would launch a rocket mounted with a satellite one morning between Monday and Dec. 22, its second attempt this year. The North Koreans called it a peaceful bid to advance its space program, and a last wish of late leader Kim Jong Il.

However, the U.S., Japan and other nations see it as an illicit test of missile technology, and have warned North Korea to cancel the launch ? or face a new wave of sanctions.

There was no indication that the launch at a west coast site in North Korea's northwest took place Monday, South Korean officials said. Experts in Seoul and Tokyo speculated that technical glitches may have forced scientists to postpone the launch of the finicky three-stage rocket, its fourth attempt since 1998.

Early Sunday, a spokesman from North Korea's Korean Committee for Space Technology told state-run media that scientists were considering "readjusting" the timing of the launch. He did not elaborate.

Temperatures in the nearby border city of Sinuiju, 35 miles (50 kilometers) to the north, dropped to minus-13 C (8.6 F) during the launch window, and the Korean Peninsula has been seized by early winter storms and unusually cold weather, the Korean Meterological Agency said in Seoul.

Engineers can launch a rocket when it's snowing, but lightning, strong wind and freezing temperatures have the potential to stall liftoff, said Lee Chang-jin, an aerospace professor at Seoul's Konkuk University.

Snow covered the site last week, according to commercial satellite imagery taken by GeoEye on Dec. 4 and shared with The Associated Press by the 38 North and North Korea Tech websites. The road from the main assembly building to the launch pad showed no fresh tracks, indicating that the snowfall may have stalled the preparations.

Still, Japanese Prime Minister Yoshihiko Noda said Monday that his government would maintain vigilance. Tokyo has mobilized its military to intercept any debris from the rocket.

"At this moment, we are keeping our guard up," Defense Minister Satoshi Morimoto told reporters Monday. "We have not seen any objective indication that would cause us to make any change to our preparedness."

In addition to three failed launches, North Korea has unveiled missiles designed to target U.S. soil and has tested two atomic bombs in recent years. It has not yet proven to have mastered the technology for mounting a nuclear warhead to a long-range missile.

A successful launch would mean North Korea could develop an intercontinental ballistic missile capable of striking the U.S. mainland within two to three years, said Chong Chol-Ho, a weapons of mass destruction expert at the private Sejong Institute near Seoul.

Six-nation negotiations to offer North Korea much-needed aid in exchange for nuclear disarmament have been stalled since early 2009.

The announcement of a North Korean rocket launch also sparked concern in regional capitals due to the timing: South Korea and Japan hold key elections this month, President Barack Obama begins his second term in January, and China has just formed a new leadership.

Last week, U.S. Secretary of State Hillary Rodham Clinton said Washington was deeply concerned, and urged foreign ministers from NATO and Russia to demand that Pyongyang cancel its plans. Moscow joined calls on Pyongyang to reconsider.

China, North Korea's main ally and aid provider, also noted its concern, acknowledging North Korea's right to develop its space program but urging Pyongyang to harmonize the bid with restrictions ? including those set by the U.N. Security Council.

North Korea, however, may have its own reasons for launching a rocket in snowy December. The country will be marking the first anniversary on Dec. 17 of the 2011 death of Kim Jong Il.

However, international pressure and the prospect of dialogue may be a factor in the delay, analysts in Seoul said.

China must have sent a "very strong" message calling for the North to cancel the launch plans, said analyst Baek Seung-joo of the South Korean state-run Korea Institute for Defense Analyses.

North Korea may also be holding off if the U.S., its longtime Korean War foe, actively engages Pyongyang in dialogue, said Koh Yu-hwan, a professor of North Korean studies at Seoul's Dongguk University.

Egyptian President Mohamed Morsi has called on the military to "preserve security" during the runup to the controversial Dec. 15 constitutional referendum, as opposition critics dismiss his recent?reversal of his immunity from oversight as a "nothing" gesture.

Agence France-Presse reports that Mr. Morsi instructed the military to cooperate fully?with police "to preserve security and protect vital state institutions for a temporary period, up to the announce of the results from the referendum." The order also allows the military to arrest civilians.

The military has largely been neutral so far in Egypt's political crisis, though it deployed troops on Dec. 6 around the presidential palace to keep the peace amid ongoing opposition protests in the area. The BBC's Jon Leyne in Cairo says the decree will raise fears that the military, which ruled Egypt for decades under former President Hosni Mubarak but was curtailed earlier this year by Morsi, is regaining some of that power.

The president's decree comes on the heels of his?annulment?of his Nov. 22 power grab, when he declared his power immune to any judicial or legislative review. That order, combined with the Muslim Brotherhood's rush to produce the constitution that will be put to a referendum on Dec. 15, spurred the widespread protests that have wracked Egypt since.?

But while Morsi framed the rescission as a concession to the opposition, protesters say that the damage has already been done, reports Kristen Chick for the Monitor.

"Morsi used the powers of the decree to push his constitution on us, so what does it mean if he cancels it now? It means nothing. He achieved his goal already," says Haitham Mohamed, who has spent much of the last week protesting the president's moves. He noted that if the referendum approves the constitution, Morsi's previous decree, and the powers that came with it, would have been invalidated soon anyway. "We demanded that he delay the referendum, and for a constitution we agree on. He ignored this demand." ...

[Bassem Sabry, a writer who often focuses on Egypt's opposition,] says the new constitutional decree was not a compromise because it did not delay the constitutional referendum. After a contentious process that saw most non-Islamist members of the committee walk out, the committee announced abruptly less than two weeks ago that it would finish the document and put it to a vote.

NML Capital, part of American billionaire Paul Singer?s Elliott Management, is among a handful of creditors demanding full repayment of bonds that Argentina defaulted on in 2002, rather than the partial repayment to which most creditors agreed.?They were buoyed by the Nov. 21 ruling of United States District Judge Thomas Griesa, who, arguing that Argentina must treat all its creditors equally, said the Southern Cone country must pay $1.33 billion to NML ? as well as satisfy the demands of other creditors ? by Dec. 15, or potentially face a second, ?technical? default.?

A US court of appeals, however, issued a stay on Griesa?s order, sending it back to let the court figure out the mechanics by which it would force Argentina, a sovereign nation, to submit to local courts.

Legal experts are watching the NML case closely because of implications they say it could have elsewhere in a scantly regulated area of international finance. President Kirchner, whose?approval ratings arein a slump as the commodities-heavy economy slows, has seized the moment to shore up national sentiment among a population that remains wary of foreign creditors after Argentina?s $100-billion sovereign debt crash, the largest in history.?Kirchner has used the conflict to cast Argentina as the victim of predatory ?vulture funds? seeking to impose ?judicial colonialism.?

?One judge wants to frustrate Argentina?s greatest achievement,? Kirchner told crowds in Buenos Aires?s Plaza de Mayo Sunday, during an event to commemorate Argentina?s return to democracy in 1983. The crowd responded with hisses and boos.

In recent months, the government?s inability to settle with a handful of holdouts led by NML has resulted in one of its Navy tall ships being impounded in Ghana and an expensive court case in New York.

Young Argentines who grew up in the shadow of former President Carlos Menem?s free-trade indebtedness in the 1990s argue that refusal to pay is a way to avenge previous wrongs ? and perhaps even make a statement to the world that Argentina is skeptical of globally managed economic action.***

?They had opportunities, but they are not interested in our national project to pay off the debt. They?ll make more money if we fail,? says Maximiliano Oliva, a taxidriver and psychology student from provincial Quilmes.

American entities are concerned as well. If Griesa?s ruling is upheld, it could throw a wrench into global bond markets, the New York Federal Reserve said earlier this month. For example, Greece reached a restructuring agreement with private bondholders last February to accept a 74-percent "haircut" ? in other words, only getting 26 percent of their money back. But, some ask, if the Griesa ruling holds, who?s to say once-cooperative bondholders won?t raise their own suit, citing this ruling as precedent for why they deserve more?

University of Texas bankruptcy expert Jay Westbrook says the case?s major tension? and why it could easily wind up before the US Supreme Court ? is that the sovereign-bond market is not equipped to handle this dispute. The introduction of collective-action clauses, which force bondholders to accept the terms of a majority-supported deal, were not introduced until the mid-2000s, long after Argentina and other countries had inked sovereign-debt contracts with investors like NML.

TEMPO.CO, California - Facebook dan Microsoft menjajaki kerja sama untuk menyaingi Google dalam hal jaringan maupun pendapatan iklan. Kerja sama ini dikabarkan bakal mengubah cara iklan di dunia online.

Pada tahun lalu saja, Google mampu meraih pendapatan iklan sebanyak sekitar Rp US$ 38 miliar ( sekitar Rp 361 triliun) dari iklan baris maupun display. Sedangkan Facebook terbilang baru pada bisnis iklan online ini.

Kerja sama ini terkait upaya Facebook membeli Atlas Solutions, yang merupakan produk layanan iklan yang dibeli Microsoft saat membeli perusahaan aQuantive pada 2007. Saat itu, aQuantive dibeli seharga US$ 6 miliar (sekitar Rp 57 triliun).

Microsoft sendiri telah berupaya menjual Atlas selama bertahun-tahun. Sebelum bernegosiasi dengan Facebook, perusahaan milik Bill Gates ini sempat menjajaki penjualan ke sebuahperusahaan lain.

Facebook kemungkinan bakal membeli Atlas dengan harga lebih murah dibandingkan uang yang dikeluarkan Microsoft saat membelinya. Menurut seorang sumber yang terlibat dalam negosiasi ini, Microsoft sempat mendapat tawaran sekitar US$ 30 juta (sekitar Rp 285 miliar).

Manajemen Facebook berharap pembelian Atlas ini bisa melengkapi strategi perusahaan dalam mengembangkan bisnis iklan, termasuk memasang iklan di situs pihak ketiga seperti yang dilakukan Google lewat DoubleClick. "Facebook butuh infrastruktur sendiri karena selama ini tergantung pada banyak perantara," kata sumber ini.

Pada 2007, Google membayar US$ 3 miliar (sekitar Rp 285 miliar) saat membeli DoubleClick, yang menyajikan iklan dengan cara serupa dengan Atlas.

The War on Terror We Aren?t Fighting Shifts to Africa

American counterterrorism officials are pushing the Obama administration to allow U.S. forces to pursue terrorists in Africa, even if they aren?t affiliated with al-Qaeda. The WSJ has the story:

The move, according to administration and congressional officials, would be aimed at allowing U.S. military operations in Mali, Nigeria, Libya and possibly other countries where militants have loose or nonexistent ties to al Qaeda?s Pakistan headquarters. Depending on the request, congressional authorization could cover the use of armed drones and special operations teams across a region larger than Iraq and Afghanistan combined, the officials said. [...]

?The conditions today are vastly different than they were previously,? Gen. Carter Ham, the head of U.S. Africa command, said in an interview. ?There are now non-al Qaeda-associated groups that present significant threats to the United States.? He called the debate over new authorization a ?worthy discussion.? [...]

?It is clear to me they aspire to conduct events more broadly across the region, and eventually to the United States,? Gen. Ham said. ?That is the ideology, that is the campaign plan, establish the caliphate and spread the ideology, attack Western interests, attack democratic forms of government, and we are certainly seeing that.?

But wait, wasn?t the war on terror supposed to be over? Think again.?That war is still going on, and it is global. Terror groups linked in various vague and shadowy ways to al-Qaeda are proliferating, and the administration thinks it may need to mount sustained operations to fight back.

There is no one size fits all solution to Africa?s problems with terrorism. A giant American boot can not squash terrorism in Mali and Somalia with the same forceful stamp. Each country is different, and each country has its own social and economic difficulties that make it susceptible to terrorists.

But the threat is real. The head of Boko Haram announced last week that his organization was sympathetic to the global jihad movement. He urged supporters to attack the U.S., UK, and Israel in any way they can. An AQIM leader recently parted ways with his old pals in order to launch a pan-Sahara jihadist organization. Meanwhile, parts of Libya, Niger, Mali, and elsewhere in Africa are ungoverned and unpoliced?prime spots for terrorism to lay down roots.

The global war on terror?it ain?t over.

Zynga moves to enter US gambling market

(AP) ? Online game company Zynga says it has asked Nevada gambling regulators for a decision that could pave the way for it to enter the U.S. gambling market.

This follows Zynga's October disclosure that it has signed a deal to offer online poker and casino games, played with real money, in the U.K. It plans to launch those games in the first half of 2013.

Zynga Inc. said in an email late Wednesday that it is seeking an "application for a preliminary finding of suitability" from the Nevada Gaming Control Board. This, the company says, is part of its plan to enter regulated "real-money gaming," that is, gambling markets.

The San Francisco-based company says the process should take 12 to 18 months.

Zynga's stock is up 9.7 percent in morning trading.

THURSDAY, Dec. 6 (HealthDay News) -- Children born after in vitro fertilization are more likely to have asthma, according to a new British study.

Experts say, however, that parents shouldn't be overly concerned about the new findings, and point out that the risk isn't much higher than in other children.

"This is not a thing to worry about," said Dr. David Cohen, chief of reproductive medicine and an associate professor of obstetrics and gynecology at University of Chicago. "The incidence is really small."

"I never really imagined such an association," added Cohen, who was not part of the study. "Association is not the same thing as causation -- and I wonder about the biological possibility."

The report was published in the Dec. 6 online edition of Human Reproduction.

Lead study author Claire Carson, a researcher at the National Perinatal Epidemiology Unit at the University of Oxford, put the asthma-IVF association into context.

"We think it is important to note that, in absolute terms, the difference in asthma prevalence in [assisted reproductive technologies] children is quite small -- 24 percent of [assisted reproductive technologies] children in our study were asthmatic, compared to a national average of one in five in the U.K.," Carson said. "It is also important to remember that asthma is a manageable condition for most children, and that it should not prevent them from living a full and active life."

For the study, Carson's team analyzed data on almost 19,000 children born between 2000 and 2002 who took part in a large observational study.

The researchers found that, at age 5, the children born using any fertility treatments, including drugs to induce ovulation, were 39 percent more likely to develop asthma, 27 percent more likely to develop wheezing and almost twice as likely to be taking asthma medications than children born without fertility assistance.

Children born after in vitro fertilization or intracytoplasmic sperm injection had a nearly three-fold increased risk of asthma, almost a doubled risk of wheezing and more than a quadrupled risk of taking asthma medications, compared to others in the study.

These findings held when the children reached age 7, although they were slightly reduced, the researchers noted.

To assure the strength of their findings, the researchers took into account the mothers' history of asthma, smoking status, weight, socioeconomic status, and whether they had pets, as well as the babies' gestational age at delivery, type of delivery and whether they were breast-fed.

Many possible explanations could account for the observed association between infertility problems and asthma, the researchers said. These include the severity of the infertility, infertility treatment, over-reporting of asthmatic symptoms by protective parents or other factors.

"This work adds to a small but growing body of evidence that suggests that children born after [assisted reproductive technologies] are more likely to experience childhood asthma," Carson said. "However, at this time we do not yet know if the observed association is causal, or the mechanism by which it acts. Further research is needed to establish what might be causing the association."

Ticketed drivers sue NYC over brief yellow lights

NEW YORK (Reuters) - Three drivers nabbed by New York City cameras monitoring traffic violations have filed suit challenging their tickets, claiming the city's yellow traffic signals are rigged to turn red too quickly.

The putative class action, filed Wednesday in Manhattan Supreme Court, asserts the yellow lights lasted less than three seconds, the minimum time permitted under federal guidelines.

The lawsuit seeks class action status for the "thousands, if not hundreds of thousands" of drivers who have received citations after being caught running red lights on camera. The city has collected $235 million from more than 300 red light cameras since 2007, the lawsuit says.

The American Automobile Association and the New York Post recently examined four random intersections and found the yellow lights lasted less than three seconds, according to the lawsuit.

But the city checked those traffic signals and found the lights had "appropriate yellow signal timing," said Seth Solomonow, a spokesman for the city's transportation department. Two of the intersections do not even have cameras, he said.

Moreover, he said the city only has 150 traffic cameras, less than half what the lawsuit claims.

"While attorneys haven't had time to fully review the suit, it appears to be based on the same untrue allegations that were investigated and debunked months ago," Solomonow said.

The lawsuit seeks restitution for the traffic tickets issued to drivers using the camera system plus an order that the city shut down the cameras until the yellow traffic signals last at least three seconds.

A snapshot of Earth's city lights was pieced together from images acquired over nine days in April 2012 and 13 days in October 2012 ? which means that the satellite also got a good look at Hurricane Sandy barreling toward the Eastern seaboard at the end of October. ?

(AP) ? A federal appeals court has rejected a Verizon challenge to a Federal Communications Commission rule aimed at increasing competition in wireless broadband service.

The three-judge panel ruled Tuesday that the FCC had the legal authority to issue the "data roaming rule." The rule requires big wireless carriers to open their data networks to smaller regional operators in places where they don't have their own systems. The large carriers must offer network access at reasonable prices.

Verizon has called the rule "unwarranted government intervention," and challenged it on several grounds ? including that the FCC lacked the statutory authority to issue it.

But appeals court judges Thomas Griffith, David S. Tatel and Merrick B. Garland disagreed. Griffith was appointed by President George W. Bush; the other two by President Bill Clinton.
